Government marketers licensed to bypass COI

LONDON - Government marketers will be given more freedom to bypass the COI and hire agencies directly, amid a money-saving shake-up instigated by COI chief executive Mark Lund.
In a letter seen by Marketing, Lund sets out several changes designed to cut costs and change working practices.
The move may dilute the power of the UK's top-spending advertiser by giving government departments greater autonomy.
One change concerns the way in which Whitehall marketers access COI agencies. The letter reveals that in some cases they have found its full managed service of procurement to be "unnecessary and costly".

From April, Whitehall departments will be able to procure and manage agencies from any COI roster themselves, through either a one-off payment for each contract or an annual subscription. However, the departments will still be allowed to ask the COI to pick an agency for them.
Media buying, which was recently awarded to WPP's M4C, is excluded from this.
Previously, any government marketers wishing to hire agencies directly have had to set up their own rosters to comply with public-sector procurement rules, although this has happened only rarely. The Department for Transport did this some years ago before returning to using the COI.
In another change, a new team structure will be introduced at the COI aimed at reflecting the areas covered by different government departments.
The teams, which will be focused on six themes including the environment and health, will each be led by a client-relationship specialist and a strategist.

Bring on the Sunshine


With the onset of spring, illustrator Masha Karpushina was commissioned to bring a light touch to record label KPM’s new release Sunshine Playlist. The tracks mainly consist of easy listening indie music, and from this she took her inspiration. The client also encouraged her to push the handmade feel and so she went with not just with hand drawn images, but the notions of stitching and papier mache qualities as well. “The image took on this lightness, the idea of travel, and movement, and places to go and visit, with this hand-made world revolving around the title,” she says.

According to Masha Karpushina, she normally illustrates in black and white, but for this new CD label for KPM she wanted to explore colour a little bit more.

Karpushina works on separate layers, even when drawing. Later she scans the elements in, and finds it a simple process to manipulate them in Photoshop if the client requests amends.

Carat upgrades UK and global adspend forecasts

LONDON - Carat is markedly more optimistic in its latest global adspend forecast for 2010, raising its prediction for the UK to 2.9% growth from the 1.4% it forecast in October.
This should be good news for our illustrators and animators

The Aegis-owned agency expects a rise in global adspend of 2.9%, up from its previous prediction of 1%.
UK advertising expenditure is forecast to increase 4.2% in 2011.
All major markets are expected to stabilise including the US at 0.2%, up from -2.6% in Carat’s previous forecast.
China is expected to rebound strongly with a rise of 16.1% along with Indonesia, up 15.8%, Brazil up 11.6% and Turkey, up 13.5%.
However, Japan is expected to fall 3.1%, along with Germany (-2.6%) and Spain (-2%).
All media are expected to return to growth in 2010, apart from newspapers and magazines.
The TV market, which fell 4.8% last year, will see the highest share of the spend at 45.2%, with global growth of 6% in 2010. Its growth is predicted to continue in 2011 at 6.1%.
Newspapers will have the second highest share of spend in 2010 at 20.3%, according to Carat, despite a predicted ad revenue fall of 2.9%. The decline is expected to slow in 2011 at -0.7%.
Online sees the most growth at 10.1% in 2010 with a rise of 9.1% forecast for next year.
Magazines, which were the worst hit last year with a fall of 20.2%, will see a drop of 3.9% in 2010 but a slight rise of 0.8% in 2011. Radio, which dropped 10.6% last year, is forecast to be up 2.3% this year and 0.9% next year.
Cinema and outdoor are also expected to grow this year at 3.6% and 2.4% respectively.
Jerry Buhlmann, chief executive of Aegis Media, said: "Looking at the UK, forecasts have improved with significant signs of recovery in the TV market in particular where trends in the first quarter look positive. While the year ahead remains challenging, theses are encouraging signs."
Buhlmann said: "This early view of future global adspend shows the potential for modest recovery through this year and into 2011 in what looks like being an increasingly benign environment."

Using Art to Help Save Lives
A little known fact is that it is international World Water Day on 22nd March this year; and to both financially support and raise awareness for this important date, the art website, Artybuzz.com, is running a special fundraising initiative involving the sale of art.
The Liverpool based website has put together a special selection of water themed art, design and photography, and is going to donate all profits from the sale of these items to the registered charity Water Aid.  The water artworks are all available for purchase as prints, canvases, t shirts and more, meaning you can get a beautiful piece of art as well as donating to a good cause at the same time.
World Water Day is an internationally recognised day that was created in 1992 at the UN Conference on Environment and Development. The day aims to raise awareness of the lack of clean water that is still a problem in much of the world, and seeks to generate support for the many water relief charities that are trying to help get clean water to those most in need.
Richard Wilde, the founder of Artybuzz.com said “the lack of clean water is clearly a great problem in the world, and I wanted to do my bit, and give others the opportunity to help support this cause as well by providing these art gifts as a tool in which people could effectively make a donation and get something back themselves”.
Up until 23rd March, 100% of the profits from the sale of the selection of water gifts Artybuzz has compiled will go to Water Aid.  The selection of gifts can be found and purchased on the Artybuzz website at www.artybuzz.com/water-art-gifts.php. Any artists, designers or photographers who would like their own work to be sold for this good cause can also add their work to Artybuzz.com and it can be added to the selection.

Illustration is a mania now-a-days,  I blame the easy availability of badge making machines and Frankie Magazine for the illustration glut.  I wanted to like illustration and find an artist to follow and cherish but bar the bastions like international sensation Swoon, I came up with nadda, damn glut. 

Happily today our Director pointed me in the direction of artist and illustrator Sarah Beetson. Glut avoided.

Her work reminds me of the time I dropped a brick on my bag which had a new pack of highlighters in it (true story, convenient no?)

Rosie Sanders and Her Elephant Go to Town

Rosie Sanders, the acclaimed Devon based botanical artist, is painting flowers all over a life size model elephant as part of the ELEPHANT PARADE LONDON 2010. This colourful conservation project is being run in association with 'Elephant Family', the conservation charity set up by Mark Shand. The money raised will inject funds into key conservation projects across Asia.


The elephant, made of fibre glass, stands over four feet tall and is one of 200 that will adorn the streets of London in May and June this summer. All elephants are being painted voluntarily by famous artists including Marc Quinn and Jack Vetriano, and Rosie is among them. Rosie has chosen to paint Vanda orchids. One sits over his eye, three others on his side and back, the leaves wind themselves down his tail and legs.


All elephants will be auctioned on June 30  at Sotherbys and each artist will receive 15% of the proceeds, the rest goes to the Elephant Family Campaign.


Rosie has taken a break from work for her bi-annual one man show, Flowering, coming up at Park Walk Gallery from 9 - 26 June 2010. Her theme this time is one of change and flux, and the show centres on the flower’s life and decline in to graceful demise. The exhibition showcases Rosie’s large scale paintings of flowers painted from life.   She works in bold and saturated colours in watercolour on Arches

paper and is considered to be at the cutting edge of botanical art.

Fashion gets a work out this month by Christian David Moore.

He was commissioned by Conde Nast to create this stunning illustration for their March Spa supplement. The article focuses on tackling issues with poor diet, posture and stress, Christian's accompanying illustration beautifully depicts the subject.

A snapshot of the past in Bec Winnel's dreamy fashion flashback.

The illustration is currently gracing the front cover of Mecca, a Melbourne based fashion magazine created by Madeline Boyd as part of her dissertation. Bec’s job was to take a trip down memory lane to create this front cover for the nostalgia issue, also within the pages is an interesting profile on the artist herself.

Reaching Beauty



Reaching out to you with this gorgeous illustration is Robert Carter.

Commissioned by Deliver magazine to illustrate an article about the global reach of a beauty product company's mail samples, it was a tricky topic to make interesting. Robert welcomed the challenge to bring to life the subject with this eye catching image.
